I have put FirefoxPortable on a CD and its launch lasts almost 20 seconds.
Can I modify parameters in order to launch be more quickly?

Be sure you've disabled antiphishing and removed the antiphishing database as outlined on the Firefox Portable support page. That will remove 50MB from the data file.
Otherwise, it takes as long as it does because it has to copy all of Firefox and the profile to the local machine to run it. They both need to be writeable directories.

I have made all modifications like on support page and I have not win of time...

The SplashScreen take time ?

The splash screen doesn't take any time (it actually helps it feel faster to the user... and you can not disable it and redistribute it, anyway). Like I said, it takes time for it to copy EVERYTHING to the local hard drive. Remember, CDs are relatively slow by today's standards.
