Does anyone know what theme the owner of Portable Apps uses?
I've been looking for it for a while, but I can't find it.

Royale. There was another post and a link to it, (screenshot from John) and someone posted a link to MS. I downloaded it and I have it installed on my system. It also contains a file named Luna, but the primary folder and file were royale. Has two colors, black and a shinier, metallic version of XP blue.
Google for "Royale Remixed" by oddbasket over at deviantArt. It comes with a uxtheme patch to allow you to apply other user made themes as well as being one (in my opinion) of the cleaner looking versions of the noir theme.

That theme is called Royale Noir. It is an official signed microsoft theme, so you don't the the uxtheme hack to make it work.

I got sick of the standard look of XP so I tried Royale Noir first, but found it to be quite unfinished. The one by oddbasket fixes those issues. The thing that I liked about his setup was he has an installer that handles the uxtheme patch switch without having to go into safe mode. And once you do that you can use other themes without having to use a 3rd party prog.
