Because the license of Skype doesn't allow us to change anything and redistribute the modified package. (So basically we can't create a launcher for it and include it in a package which we than redistribute) There exist some launchers for Skype though. Just search for "Skype" in the searchbox at the top of the page. Skype license can be found here.

I am wondering how to get the bat file to show up in the portable platform, or to get the portable platform to launch skype with the proper options.

Dont know if this will work

Dont know if this will work but an idea to try would be to see if you could crate an .exe shortcut to the bat using Portable App Creator
