Logging with different user loses settings

I have created and application that uses Firefox Portable. I have modified the chrome and altered some settings. After that i created an installer that copies the firefox portable files to a location to the hard diskc c:\folder.
When i run the application as the user who installed the software Firefox Portable launches fine and all the settings are as defined. When i log out and run it as another user (non admin) the application starts but it wont start at the home page. Also when i click the home page button it launches the firefox home page, not mine home page.
I have tried copying the same prefs.js to all 3 locations i found it existed and nothing changed. The modifications i made to chrome are preserver and working ok but it seems that settings are not loaded when i log in as a different user.

Any help would be appreciated.
