I wanna know how i can make new Portable App Short Cuts for other programs like msn messenger.
just a shortcut to the direction of the .exe file of the program ?

Sorry, but I don't think MSN even has the word "portable" in their vocabulary.
Just creating a shortcut on the menu will not make the target application be portable. There's a LOT more to it than that.
I do believe that there are some IM clients in the PortableApps.com arsenal. You might want to check them out and see if one of them will work for you. I don't use IM, so I'm not the right person to recommend any of them to you.
