I think there will be work on this once KDE for Windows at least comes out of pre-alpha. And I don't see that happening any time soon.

This is a framework, not an app. So it's not portablized by itself. But we portablize Qt apps like Lightscreen. Just like GTK+ isn't portablized by itself. Though we portablize GTK+ apps like GnuCash, Pidgin, GIMP, etc.
If you're thinking about KDE apps like KOffice as part of KDE Windows, these are still very rough and very early and should not be used for production uses.
