I use Firefox 2 on my usb as Firefox 3 is sluggish on my flash drive. But everytime i use it, it starts to download the update for the firefox 3. How can i stop it?

Set it to false but still i see "Downloading Firefox 3.0.1..." in Help(beside tools).
(My surfing speed also decrease and is slower than other browsers)
There may be a partial update already started. You can reset it by going to your FirefoxPortable\App\Firefox directory and deleting the updates directory.
It's also worth nothing that automatic updates are disabled by default in Firefox Portable.
Sometimes, the impossible can become possible, if you're awesome!

as J Neutron mentioned, but go into "Tools>Options>Advanced>Update" and uncheck the Firefox box under the "Automatically check for updates to".
