Is portable app the same as green software?

Had to do a Google search to find out what "green software" was before I could answer this one.
From what I could gather, there is a small difference. Green software doesn't require installation (you can just unzip it and go) and doesn't use the registry. However, it may put files in the user's Application Data folder. To be truly portable, a program can't do this; preferably it should store its settings in the same folder as the application, and if not, at least let you change where the settings/profiles are stored (with a command-line switch or environment variable, for example).
