Exactly how do I setup to use PuTTY portable to remote connect to my PC at home. I am confused about this and kind of need step by step instructions.

depends on what OS you are using. if you're using windows XP pro, you can use the inbuilt telnet server, but its fairly insecure. another option for windows is to run OpenSSH on your machine to provide a ssh server (its more secure than telnet). however, if you're running on linux, you could just use plain openssh.

OpenSSH for windows should work fine in vista, although I myself can't confirm that. (anyone willing to test it?)

you might then manage all the rest too, like ftp etc.
But all depends also on how you get connected to internet at all, that means do you have a fixed IP address at home?
Most people dont. They have dynamic IP assignement, often the IP changes every day or every so many hours etc.
With stanmdard port 23 open on your home computer, and knowing the IP address, you might just try to connect to it, although it is not secure practice.
If you have dynamic IP, then you will have to use some service like DYNDNS (google for it) to help you to find your PC in the web.
You could also install teamviewer at home and leave the client service running and log in then via the remote part of the teamviewer to your PC at home. This way we are connecting to servers of our customers for maintenance purposes for example.
