Can't save my settings in VLC v0.9.4 in XP Pro. SP3?

Hello, I was referred from http://forum.videolan.org/viewtopic.php?f=14&t=51908&p=169198 about portable VLC v0.9.4's saved settings which doesn't seem to work. Does portable VLC not save settings?
