Scribus realeased 1.3.3.12 on Nov 11 2008. As that's what I use on my home systems I'd want something close in age to this on my PortableApps USB.
It's in my list of apps to update over these holidays.

but I understand that portable scribus is not as nicely made as the products of portableApps.com
