I have translated the Backup-Restore App in french. Is there a way to made it available to others ?

Why don't you just put the steps you took to translate it in French so others can do so?
I don't know how the program is structured, but I think it might be easier for all of us if the programmer were to include the French resources somewhere in the program. Or maybe arrange it as a language pack.

Here are the steps to translate in french (or other languages) :
In the sources, 4 files must be translated :
PortableAppsBackup.nsi
PortableAppsBackupRestore.nsi
PortableAppsBackupForm.ini
PortableAppsBackupRestoreForm.ini
In the 2 .nsi files, I write ''french'' on the ' !insertmacro MUI_LANGUAGE ' line.
After that, recompile using NSIS and the plugins
"Registry.nsh"
"GetParent.nsh"
"FileFunc.nsh"
