Anything with steam is impossible because for one thing, both steam and the game is not going to be open source, it is probably against their license to even make a launcher, and another thing if the game requires steam there is no way to take steam out...

It is possible to bypass Steam, but it is wrongly and badly illegal.
In a short message: forget it
Or install Steam to your USB thumbdrive, and run it from another workstation. Just login, and it should work.
Note: You won't be able to use the offline mode, as it need to store that information in the ClientRegistry.blob file, which is rewritten if the path if the Steam software change.
well... my friend is... a hacker. he got portal portable on my flash drive so it IS possible. although it is very slow, it works. i know it is ilegal but not many people care enough to make a big deal.
I don't mean any disrespect but by any definition your friend is not a hacker if he does this. He's more of a cracker.

I think it's test chamber 18 anyway. If there's any lag... it's hell without lag on a good PC or on an Xbox via The Orange Box. You get stuck in a room with 5-6 turrets (though, if you're clever, you can take them out before you get stuck), a rotating energy-ball shooter, and the energy catcher is behind a locked door out of reach and the switch to open it is on a pillar, but it only stays open a second or two. You've gotta portal the energy ball from where it's gonna hit the wall to directly opposite the door, and then after it passes through, portal yourself up near the switch and hit it at the exact moment.
And that's the easy half of the test. PC controls make a little more sense, but my PC's not quite up to scratch to run it perfectly (though, I did beat the game). The game runs flawlessly on the Xbox, but you sacrifice with the gamepad. Maybe if I would have done Half-Life 2 first and become more familiar with the Source engine, Portal would have come easier, but I know I did it right, because Portal's the easiest part of the Orange Box.
Hey, has Steam been made portable yet? because i have portal, but the steam cd only installed once, so yeah.
