I know there's autohotkey (kinda complex) and there's hotkeyz (not enough options), but is there another program that will allow you to configure global hotkeys?

Autohotkey is really rather simple suck it up and read some documentation. You can make exe files from your scripts (meaning portable on just about any windows system).
