I have seen requests for a SVN client here before. I'm not sure if anyone has found one.
I found this on Qt-Apps.org

Built on: Qt 4.x
QSvn is a GUI Subversion client for Linux, UNIX, Mac OS X and Windows. It is a real client not a GUI wrapper for the command line client from Subversion.
QSvn uses a C++ Subversion wrapper developed by the Kdesvn Project. For cross plattform QSvn uses the Qt Framework from Trolltech.
The latest version of QSvn is Release 0.8.0.

I've tried QSVN and the first time I ran it it crashed. I've not bothered about it since. It didn't impress me!
However, I did do Subcommander Portable. It seems to me to work fine. And, if you want a different client, don't bother asking - I've gone through every client I could find for Windows (other than Java-based ones, plug-ins for apps which fail, and eSvn which doesn't have a Win32 package and I can't be bothered compiling it) and QSVN and Subcommander were the only candidates for ones that were doable. And QSVN failed. So Subcommander is, I think, the only option.

SmartSVN is a java based svn client. Its working great. There is a free "Foundation version" and a commercial "Professional version".
I did not see any reason till now to think about the Pro version. All i need is included in the free version. (http://www.syntevo.com/smartsvn/comparison.html) Additional it runs on all major OS like MacOS, Win, ... !
AND, the question you will have. It runs from USB as long as java is available.
With a small setting in the "smartsvn.vmoptions" file the settings are also stored on the USB drive!
simply add/change the "-Dsmartsvn.home=..\..\data\directory\" option.
And the main reason way i use it is that it is not that complicate to use svn+ssh. In most of the other SVN clients i have tried you have to "install" additional software to enable the SSL tunnel functionality! But not here ... SmartSVN is doing all of that without adding extra applications or additional files!
180 Apps on my USB Flash Drive and counting ...
Current problems:
I have tried SmartSVN though, and although I feel that it's very ugly, and the time I used it a while ago it crashed in short order, if they have a working version now it'd be a good solution. When we support freeware/commercial apps, maybe I'll contact syntevo and ask them about it.
