I would like to put portableapps onto an SDHC card which I would leave permanently in my Samsung netbook. How can I get some sort of a start menu (possibly from an icoin in the system tray) to show and run the programs on the SD card?

The same as with normal, install the PortableApps.com Platform found here:
https://portableapps.com/suite
You don't have to install the whole suite, just the platform and the apps you want. You can even set it to autorun when you start windows.
