Is there a portable app that can read CHM files? I know there is a plugin for firefox but I am trying to avoid that route since my IT department is on the lookout for anyone using any browser other than IE. Thanks for any info. GD

Since all Windows systems have help viewers with the CHM file extension already defined, all you should have to do is navigate to the selected CHM file using a file browser (like Windows Explorer and FreeCommander) and click on it.
Or are you trying to do something on an older release of Windows or perhaps another OS?
vista doesn't have the chm viewer by default but can be made available for vista from Microsoft

The computers are running windows XP. I have tried opening them in word, explorer, and a few others. Is there a format I can convert the CHM files to that then can be read with something from portable apps? I am thinking maybe PDF? I like the CHM format with the index rather than scrolling through hundreds of pages. Any help or suggestions are appreciated. GD
CHM is basically a dead format as Microsoft has end of lifed it. It never had wide support outside of Microsoft's tools. You're better off converting it to something else. Or starting with a better format like PDF which can be bookmarks and other stuff.
Sometimes, the impossible can become possible, if you're awesome!
A couple of links in this search looked interesting for you.

There's a FireFox addon for CHM files and a CHM to HTML converter near the top of the list.

There are some commercial converters which convert form chm to pdf.
Its a pity it's dying its a good format, much better than pdf for a helpfile.
