I downloaded the PortableApps.com suite, and it included Firefox 2.x and OpenOffice.org 2.4, even though FF 3.0.6 and OO.o 3.0 are both available as standalone PA Downloads. I was wondering, why aren't the updated versions packaged with the suite?

They are always out of date.
The revision pace is so fast that it's pretty much impossible to keep the suites up to date.
If you are new to PA, just DL the platform.
You can then either DL the individual apps, or install the Portable Apps Updater

which you can then use to batch download the apps you want.
If you've already DL'd the suite, the Updater can update all the out of date apps also.
