I use portable firefox and I was told that for that app if I move the ini file to the portable firefox dirrectory from the portable firefox code dirrectory it whould load when I do not have access to the hardrive. Is that the same with portable gaim?

You need to move it AND set options in the INI as directed in the readme.txt in the code directory.
