I was wondering, Is it posible to compile a portable steam app, that gets a game from the server and compressit so that you can use it on a flash drive? the normal size for a regular install is 6.16 GB is there anyway in order to make it run on a flash drive?

This is already possible by copying all of the files from a local installation onto your flash drive, the problem is that it is really slow and most people don't have large enough flash drives to accomidate the large storage requirements of the games. I personally wouldn't try, if steam is install locally, you can just login with your account and download all of your games there, otherwise you will be waiting for long load times (I'm talking probably longer than when HL1 first ran on wimpy machines).
what about running steam itself off of the flash drive, but using a temp folder on the computer's hard drive for the game files?

There is no problem with running Steam without a "proper" installation, I do it all the time after reinstalling Windows, so this could work. Only problems:
- If Steam's path changes, clientregistry.blob must be deleted and allowed to redownload. This also kills offline mode settings.
- Most USB thumb drives are too small to fit any of the real fun games!
