I've never been impressed by OneNote. For those who've forgotten I'm primarily a Mac user; portableApps lets me use the same open source software on clients' Windows systems as I use on my personal Macs. However, the Mac tools I can't use on Windows are Journlr and Skrivner; neither is open source and both are targeted to use OS X features. OneNote and Windows-based look-alikes will have to be a whole lot better than they are to rival Journlr, Skrivner, DevonThink and many other similar products exclusive to the Mac. Even Google's Notebook would be better than OneNotes. Maybe Basket Notes raises the game but there must be more than this.
we only specialize in windows software no where there or on the actual baskets Note Pad does it say there is a windows port of it, sorry not a candidate yet. Hopefully once it is ported (like most kde apps now) it will be available

How about PNotes? It's open source, it's for Windows, it's already packaged as a portable app, and it's already hosted here:

I have it on my menu, as it looks like a cool app to have - but really, I don't see the point. If I wanna jot something down I just open Notepad++. It's not as cute but it's more functional, and I tend to value function over form in most cases.
If I read the Basket Notes website correctly, v2.0 will allow a Windows port. I do not think it is done yet, but I hope that someone will get this into PortableApps. Thanks.
