[FIXED] WinMerge Launcher Bug

I think I found a bug in the launcher, I'm using it as a template.

If $SECONDARYLAUNCH is set to "true", then the CheckWindowsVersion routine is not called (jumps right to GetPassedParameters) and the $EXECSTRING remains blank.

Fixed in 2.12.2 Rev 2

This is fixed in 2.12.2 Rev 2.
