We do not support Thinstall or Thinstalled apps here. Please remember to a) check the license of Thinstall, b) make sure you've got a legal copy - viz, start by paying > $5000, and c) check the license of the application you're using.
My suggestion is that you use Firefox Portable.

Oke i thought portable apps where all made with thinstall / thinapp??
I have a 60 day licenses so nothing illegal about that. I need it in a Visual basic application because VB uses the webbrowser component and the ie8 does not work for me. So using firefox is not un option unfortunalety .. Anyway thanx for the answers.
No our apps a not made with thinstall, we use a scripting language called NSIS to redirect any calls that modify host registry and such to a special folder called the data folder within the portableapps format,

You're unlikely to get serious help here as portablizing Internet Explorer is a violation of the license agreement, and Thinapp's price tag virtually guarantees that anybody actually using it and asking us for help has pirated it. At the cost of a small car, its authors should be more than willing to help.
With that being said, your best bet is to use Portable Firefox, and then look up an extension called IETab. This will open certain pages (perhaps can even be configured for all pages?) with the installed IE rendering engine. You don't get any of the benefits of Firefox when doing so, however. But if it must be IE for whatever reason, that would be the best legal way to go.
Whatever warez site you got Portable Internet Explorer from did it wrong. Simple as that. I tried a Portable Ad-Aware and it didn't work. It happens.
//edit: Beat me to it, man. Viz? Is that short for something? I'm guessing it's interchangeable with "e.g."?
"Viz" means approximately, "that is to say". I like to use it because it sounds cool
