Do you have a specific program in mind?
Its not really liked around here if people start asking about programs they want without proposing a (possibly open source) software as an example.
Chances that someone will take a look are higher if I (as a dev) can click on the provided link and check out the program and maybe I like it too and make a portable version of it. If I have to go and find a program somewhere on the net that does the job, I personally wouldn't bother cause its too much work.
What exactly do you mean by "portable metacafe"?
The one I know is a video hosting site and thus not a program that could be made portable...

For a standalone app you might want to try xVST Portable? Not positive this does metacafe but would think it does being a popular site. Alternatively you can use the DownloadHelper addon for Firefox portable.I know this does it.

I just checked with one video and the extension Download Helper is able to extract videos from Metacafe.
