http://www.quickpar.org.uk/ is the address for it.
When I try to download it, it doesn't do anything at all so I suspect that a portable version should work out.

This does write stuff to the users profile, if anyone's looking to portableapps.comize this - and there's no source, so it can't be changed to prevent it doing this.
