Since it works like a Printer, and is seen as a printer in Windows Printers and Faxes, I am going to guess that this can't be portable since it probably requires drivers to be installed into a Windows system.
I have had PDFCreator installed for at least 3 years now, and all my programs see it as a printer. Just click File, Print, and tada! it prints into a PDF document.
EDIT 1: I just found a Firefox Add-on, PrintPDF, that supposedly prints to PDF. There hasn't been much development on the add-on, and last time I used it, it did not function as expected. The add-on is at https://addons.mozilla.org/en-US/firefox/addon/5971

Limits are for people with no imagination.
I use one of those add-ons (not sure which one) and have had very little trouble. A work around is to save the page as an html then open it in OpenOfficeOrg Writer and use the pdf creation tool in that.
Since so far, nobody has a portable option for a PDF universal printer.
However, many of the apps available here have built-in export to PDF functions.
A list:
Inkscape - Can open almost any type of image, and exports PDF using Cairo
Freemind - Mind-mapping software, has many export types, including PDF.
Scribus - Desktop publishing, exports as PDF
Open Office.org - An office suite, that works just like MS Office, each individual function can export the files as PDF.
Using these apps, you can create PDFs from image files (using Inkscape, OpenOffice Draw or OpenOffice Impress), word processing documents (using OpenOffice Writer or Scribus), presentations (OpenOffice Impress), spreadsheets (OpenOffice Calc), or desktop publishing document (Scribus).
Add the plugin for Firefox, and there you can create PDFs from web pages.
You can manipulate these files using PDFTK Builder Portable.

As stated above the PortableApps.com has tools to suite most situations for creating PDF. I keep PDF versions of all my invoices as I often have to email them to offices with different technology/software to print. If I receive an invoice via email Mozilla Thunderbird can save it as an HTML file. I then open it in OpeOfficeOrg Writer and export directly using it's PDF tool. If I have to scan an invoice received in the mail or over the counter I open OpenOfficeOrg Draw and scan directly into the application which also has a PDF export function and can also be easily used to create multiple page PDF by starting a new slide for each image. What could be easier?
