As I work in a prison I need a portable app like trucrypt that will crypt my drive and be able to open no matter the computer I am using. Is there anything like this already out there or some way of doing this?

You may want to try FreeOTFE, a pretty TrueCrypt-like application, on machines you do not have administrator privileges (nor TrueCrypt can't be installed) there's an another application called FreeOTFE Explorer which allows you to open the encrypted volume in read-only mode (note that - presumably, I've never tried - PortableApps may or may not able to work in this "mode").
I'm afraid that's the far which can be accomplished with software-based solutions - there are some hardware-based USB sticks also, they're may or may not require administrator rights.
For last words, you should try to search the forums, this questions discussed many times so far - to be honest, without any working solution until now :).
I don't understand why you say no working solution : FreeOTFE is really great !
- FreeOTFE supports partitions/file volume, formatted has you wish but requires administrator privileges
- FreeOTFEExplorer is made for that : no admin rights required + opens a file volume in "read-write" mode (limitations : can not open encrypted partitions for now but it's planned and it supports only FAT formatted volumes).
There is also FreeOTFE4PDA, a special version for PDAs but I've never tested it.
Last advise, during volume creation wizard, go to advanced option and select a drive letter. FreeOTFE will use this letter by default for the volume so you'll keep the same drive letter wherever you go.
I known most people is waiting for TrueCrypt because it's well known but FreeOTFE does the same thing, even better so please give it a chance...
EDIT : now I understand : you said PortableApps.com could not run from FreeOTFEExplorer : you're right, it doesn't create any drive, it's a Windows GUI instead. Sorry for my misunderstanding
Nevermind... such an issue that these transparent encryptions needs administrator rights. However, wide open your sensitive data on a computer where you do not have full control could be dangerous.
There's also an application called Rohos Mini Drive, but without admin rights, all that you can use is a browser-like GUI, much like in FreeOTFE.
