Make sure you've got GAP 2.6.0 binaries; the thing that you can download from the main site is just the source code. You'll have to get GAP binaries from elsewhere, for example this GimpTalk thread. Then just install that to X:\PortableApps\GIMPPortable\App\gimp and it should work fine.
