CopyTransManager is an iTunes alternative that lets you manage your iPod without the iTunes bloat. You can copy tracks to and from your iPod and it also does album artwork. It is already portable but would be good in Portable Apps Format.

I'm pretty sure SongBird can handle iPods, and album work.

I'm pretty sure the new version of songbird (1.4, currently still in beta) requires iTunes for that to work though. Which would be pretty useless in a portable app.
It's a long time since I read the blog though, maybe they changed their minds.
Also, while not the most important thing, once the updater drops, having a paf version (able to be updated) will become *much* more attractive for those with a lot of apps
