As the name is saying, the game is in 2 Dimensions (2D), where you see the game from top.
There are many opportunities to create their own mods, sprites, maps and more.
There are also built in Map Editor in the game!

Below is a regshot of the application. I ran a single offline game against bots then closed the app. Also I had an unblock firewall request come up.
Lastly, in your OP the application name should be Counter-Strike 2d, with no portable, and should link to the website, http://www.cs2d.com/.

I have just edited the application name to Counter-Strike 2D with the link.
I will look at the other problem soon, do you have any ideas of what the problem could be?

I have just checked the problem out, and there isn't any problem with creating LAN/Offline servers with bots, here.
Could it be your own computer, there is something wrong with, maybe the Windows Firewall.
You can also check your Wireless Router (if you use Wi-Fi), if there could be any problems there, with the Firewall, IP addresses, ports and so on.

It's no real problem I think. It adds an exception to the Windows Firewall which would probably require admin rights however this didn't show until after I closed the application. Don't know if this is the norm but couldn't the launcher be calibrated to remove the firewall exception on the close of the app?

I havn't yet tested the game on a computer without admin rights, but I will do that soon.
But there will be a Blocking pop-up, where you can choose 'Not Block', I don't know about it will work at an computer without admin rights, because I havn't tried it yet.
I think then will save the exception to the Windows Firewall, and save it for use in the future.
