In v2 - Portable Thunderbird asks on boot-up if I want to be online or off-line at start-up - usful for making sure copies have replicated properly etc.
Is there a way of setting this up in T/bird v3?

Thunderbird 2 doesn't do that by default, you have to set it to. Same in Thunderbird 3.
Tools - Options - Advanced - Network & Disk Space - Offline Settings button
