I have a couple of questions related to licenses.
1) What license should I use for my launchers?
2) If you make a launcher can I say I made Portable SomeApp or do I have to say I made a Launcher for SomeApp?
3) Can I create a project in SourceForge and host all programs, launchers and scripts Or do I have to make a project for each?

Well, GPL is nice. For it to get released here, it needs to be GPL v.2 or greater. If its based on one of John's launchers (or anyone elses) it needs to be GPL v2. Part of the licensing.
You need to make a distinction that it is a launcher only. Check out the recent freeware releases for the defacto standard.
Yes. You can make one sourceforge project and use it for hosting. That's what PortableApps is on sourceforge. You'll see old projects for thuinderbird, firefox, but those aren't used anymore. You may see other Projects Portable, but those are other authors.
