I do not know if there's a Windows version, but actually I think at least none official, otherwise they would link to.
But you could try out the XBox Media Center
There is also a developemnet test build up here: XBMC @ PA.c
You could also use the standard XBMC installer from here and select no shortcuts and the usage of an ini file while installation.

Thus it cannot be used for anything in windows. also there is the question of legality seeing as in some countries XINE violates some copyrights. Its also a plugin for linux based programs.
Get VLC portable and be happy.
actually mir I do have xine for windows but it's extemely outdated and doesn't work all the time. but yeah definetly mplayer portable or vlc portable would be the 2 options I would pick
