Check the files within X:\PortableApps\PortableApps.com\App\Locale. You'll find English.locale which you can take, copy and start editting as a new one.
Unfortunately, it will not work with the current release as Sinhala doesn't have an Ansi counterpart. This will be remedied in an upcoming release.
