One of my favorite natively portable freeware launchers, Cylog Toolbox, has posted a beta for their 3.0 release. I've been following them on Twitter, and they've done a lot of work on this major release.

Even the old version had some great stuff, like drag-and-drop shortcuts, switch to relative paths at the click of a button, change icons easily, wallpaper and transparency backgrounds, and support for multiple toolboxes.
I find that toolbox makes an excellent adjunct to the PAP menu - I can make toolboxes to categorize my apps, and make quick links to custom folders or commonly used files. Check it out!
UPDATE: I've been checking out the beta, and it is very impressive. At this point, I'm 100% sold on using this as a portable desktop. You can anchor it so it stays like a background. The background of the toolbox can be transparent, or use the current windows background, or use a BMP (tiled, filled stretched or centered). While you can't store actual document files on the desktop, you can drag and drop any file onto it to create a shortcut. They've added a quick settings tab to get noobs started, and they'll be adding support for themes.
I love this application. I don't know why, like you said, it's not really my main app launcher but it does supplement a menu type launcher quickly nicely. It's also great for non tech-savvy users because it's very visual.
The developer/team are great, I've given them a few suggestions over the months/years and they always seems responsive and open to new ideas.
Looking forward to seeing what's coming.

Are you still using Toolbox? I just found it here recently and I love it - honestly, I think I could use it as my primary USB launcher save for one small thing:
I can't find a way to close the program and eject the USB drive as a "one click" option as in PAM.
I was able to write a plugin for Appetizer that accomplished it but I can find anyway to do that with Toolbox.
