Using PChatPortable 1.0.3 on Windows 7 64-bit.
Installed as both admin and user.
Program run as both admin and user.
When started, PChatPortable provides a long list of servers, but fails to create servlist_.conf (XChat2 server list), thus no changes to the server list are stored between sessions.
However, PChatPortable will successfully use servlist_.conf copied from XChatPortable into Data/settings between sessions.

ok sorry for taking so long to reply, just doing some testing both on my main system of Windows 7 ultimate x64 and copies of xp I have running in vm's and using a vanilla install of PChat Portable and I was unable to reproduce said bug, everything was created included the servlist_.conf file on all of my tests including any changes I made were saved, however I'll keep an eye on this and also if someone else could confirm this too that would be nice.
