I want to make an AIR(Adobe Integrated Runtime) file portable which I fell requires installing Adobe Integrated Runtime. How do I go about.

Quite simply, you don't. AIR currently goes too deep into the OS for a very simple workaround and so none of us have looked at it. But licensing issues would be a bigger issue, and the killer.
