Hi. I did not completely understand what you are asking for, but you seem to be wanting an offline installer of Java Runtime Environment? Well, due to licensing issues, it's impossible to make an offline installer for portable JRE. However, there is an offline installer for a local installation of JRE (meaning it installs directly to the PC where the installer was started). The direct link to download it is:

http://javadl.sun.com/webapps/download/AutoDL?BundleId=38663
(if you want to visit the page to see what you're downloading, it's at http://www.java.com/en/download/manual.jsp ; note that it is the official web page for Java from Sun Microsystems, not some bogus illegal web page)

The file is called jre-6u19-windows-i586-s.exe (you might not be able to see the .exe part), it is 15.9MB in size, and it works on all versions of Windows from Windows 2000 upwards (XP, Vista and 7 included). Once downloaded, no additional internet connection is required.

I hope that answered your question. If you want to turn THIS file into a portable installation, then please modify your post to ask for it and somebody will probably explain how to achieve it. Although, the portable version of Java is only used by (some) portable applications from PortableApps.com. If you are looking for a Java version to help you with playing games or with any other locally installed programs, it's better to just use the regular JRE, the one linked above.

Cheers Smile
