I didn't want OpenOficePortable, so I deleted it, and it deleted half the file until a "cannot delete _______: It is being used by another person or program. Close any programs that might be using the file and try again." error message pops up. THE ONLY THING I HAVE OPEN IS WINDOWS EXPLORER!!!!! Can someone please help me delete this?

So long as that is open, the folder cannot be deleted. Exit the menu and try again.
Also, in the future, you can remove portable apps by right-clicking on them in the menu and selecting "Uninstall".
