I just bought a large SD card. what is the best way to test it and make sure it is as large as advertised and in good working order?

Find the icon for the disk and put your mouse cursor over it
A little box should pop up showing free space and total space.

Try USB Flash Tools. I haven't used this tool myself but it says it can tell you if a capacity has been faked. I believe this application is portable.
I have used HDTune (mostly for benchmarking) but it can also check the health and error status of your disks. Might be useful too. I do not believe HDTune to be portable but I wouldn't swear to it, last time I checked it writes settings to the registry.
