We can't because the source code isn't available. Distributing the binary without also distributing the source is a violation of the GPL.
Besides, it was just released a few hours ago. There's no need to get jumpy. It'll be done.

I speculate the reason for not having the source available (yet) has to do with the new US rule to ban certain countries from downloading (all) Open Source by default unless its specific okay-ed by sourceforge after a request. That's why they have made an 'outside the US' download available.
I expect the source to arrive shortly so Notepad++ will comply with the license they chose.
