I tried to turn off the splash screen this way: vlc portable-other-source-vlcportable.ini-disablesplashscrenn=true. But it doesn't work, the splash screen still appears. By the way, I have windows 7.

As stated in the readme, you have to copy the file into the main folder (=VLCPortable).

Thanks. That really works. It also works running VLC.exe in a VLC folder.
But then you're not running VLC portably and it is probably creating files on your Windows hard drive.
