I noticed that history items are saved only locally (on my Windows XP computers)if I open Chrome Portable from a desktop URL shortcut but are all included on Chrome Portable if I open Chrome from my external drive. It suggests that the shortcut opens through Chrome on the computer rather than Portable. Is there a way around this?
2. Often, but not always, Chrome Portable will not open from desktop URL shortcuts at all.
since chrome is just in a state of development, parts of essential function are still not included or use windows resident functions (parts of IE) to do certain tasks.

As to my second comment, I should add that until recently Chrome Portable opened from any desktop URL icon. Now it opens from none.

If you associate Chrome Portable with files, you're associating the Chrome inside Chrome Portable, not Chrome Portable itself. This will use a Chrome profile on your local PC, not the portable one. This may not work correctly at all in recent versions.
If you wish to associate files with a portable app, manually associate them with the portable launcher. Or use a utility like Cafe, eXpresso or Portable File Assoications to handle it.
Or just wait and it'll soon be built into 2.0.
