Portable iTunes is not permitted legally* because the software license used by Apple won't allow it. There are several portable alternatives, like Songbird Portable, but you should note that support for iPods in these applications is limited again because of the tight restrictions Apple places on such things.

*PortableApps.com only provides legal software
You might also try Floola or Sharepod. They portable and you can also run them from your iPod.
It's a lot like Songbird, but I like it better.
Theoretically, you can just install it and then check Edit>Preferences>Run as portable.
