Can one make a portable version please? Regarding license issues, one can use the free (basic) download version.

No, you still have licensing issues even with the free version. Even though it's free, it's still commercial software. Read the EULA for ZoneAlarm; I can almost guarantee it will prohibit redistribution in any form, modified or not.

- making portable firewall without internal program support is nearly impossible due to drivers, services & similar things needed to be installed in system
