It would be nice not having to perpetually reinstall a flash plugin at the university library computer, ergo a portable flash plugin.

there is a flash plugin for FIREFOX portable.
did change their distribution of flash players so , that it is difficult to make it as automatic install. There used to be an extension earlier, but it can not be done this way with current versions.
Therefore,you have to simply install the flash player on your local machine and then copy the files into your firefox on stick. No other way at the moment with the current version.
You will find the files in ...system32\macromed\flash
