There's supposed to be a new version of the PortableApps Installer released soon. That's almost certainly what's holding things back right now (don't quote me on that, though).

The Installer 2.0.3 is due to fix up a couple of minor bugs with online installers and for all the others improve behaviour slightly with the PortableApps.com Updater. Once it comes out, the release queue will be cleared.
