Why not have the installer of EvernotePortable copy all the necessary files, seeing as the user most have an account in order to use the program. You can do this with the installer.ini file located in X:\PortableApps\EvernotePortable\App\AppInfo\
UPDATE : IT'S WORKING AGAIN!
Please would you be kind and provide us with an alternative download source, cause mediafire link reports the following:
NOTICE: No servers are currently available with the requested data on them. Please retry your request in a moment.
Appreciate the kindness!
Evernote 4 runs quite well portably. If you don't mind it leaving registry data behind, all you need to do is to copy the Program Files\Evernote directory from a PC with a working Evernote to your flash drive. You'll need to set the Evernote data directory (in Evernote) when your drive letter changes.
If you want to make Evernote run as a 'real' portable app, I created a little tutorial on creating a portable Evernote 4 at http://www.kleinfelter.com/node/247
