negative

so far tested same on xp sp3, german, when tb closed , it will disembark all components and close tb and finally tbp as well.
The get extensions, calls up default browser and the page at Mozilla with adons only.

thunderbrowse?

are you using something like thunderbrowse extension ?

On my side, the def browser on computer I tested as IE , so this might work different.
But if you call up FF and this is not closed first, it might be that this one is keeping it open, it is the app who did call for it after all?

Not an extension issue

I don't think this is an issue related to extensions. I observe the same behaviour but without "thuderbird portable->tools->Add-ons and Get Extension".

When I close TB portable sometimes it closes properly but sometimes - although it appeared to be closed - the processes Thunderbird.exe and ThunderbirdPortable.exe are still running in the background (visible in Windows Task Manager).
I observe this behaviour already for a while (i.e. also in previous versions of TB portable).
(TB 3.1.4 portable running from CompactFlash card, Windows 7)
