it did work this way for ever and does still. Until recently we had no other means to install java, now we have the life installer OK. But java can be copied where ever you want as long as the folder structure is maintained.
The installer just downloads the java and copies it to the place under common files.
the java from the windows installation and paste it into the place where your java is now. Thats all.

This does work for Java Portable. There's no launcher to maintain
PortableApps that need Java just pull it from there.
